NASA Program Analyst Recruitment 2021 Eligibility Criteria: 

The Educational Qualification for Program Analyst post is relevant degree in relevant field with relevant years of experience including experience in Planning, Programming, Budget and Execution (PPBE); executing, reviewing budgets, and providing recommendations to resolve budget/funding problems; coordinating across organizations to deliver time sensitive budget products and services; working and supporting flight or technology demonstration projects.

NASA Program Analyst Recruitment 2021 Experience:

NASA considers paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). NASA Program Analyst Recruitment 2021 Responsibilities:

• Supports the Planning, Programming, Budgeting and execution (PPBE) process for the Space Technology Mission Directorate and serves as an expert on all matters relating to budget formulation, advocacy, and execution and reporting per Agency requirements.
• Implements, manages and recommends enhancements to the STMD Resource Management Office Information Technology financial system, ensuring accurate completion and integration of phasing plans, funding distribution plans, and monthly reports.
• Integrates the compilation of budget estimates and program requirements into a financial review and analysis process for senior management officials ensuring legislative, policy and administrative directions are incorporated into the process.
• Develops and manages the budget operations for an organization with multiple major subordinate components, each with diverse, multi-year, substantive programs.
• Participates in developing and updating the five-year strategic plan and recommends policies that must be implemented across all NASA centers performing STMD work.
• Reviews Program requirements, recommending approval or disapproval, pointing out budget limitations and significant deviations from past years, suggesting solutions to funding problems.
• Coordinates all phases of budget development, monitors budget expenditures, and reports to upper management regularly on the state of budget expenditures.
• Analyzes reports on commitments, obligations, costs and disbursements to ensure adherence to Operating and Phasing Plans and Congressional direction; reports major variances to senior leadership.
• Provides qualitative and quantitative data analysis for the development of the annual STMD budget submission, NASA Office of Chief Financial Officer data calls, the Office of Management Budget data requests, and Congressional Inquiries.
