- Candidates should be an Indian Railway Service of Engineers (IRSE) Officer working in PML-14 of 7th CPC or an Engineering Executive working in another Public Sector Undertaking (PSU) in the IDA scale E8 (Rs.1,20,000-2,80,000).
- Candidates should be Officers of the Indian Railway Service of Engineers (IRSE) cadre of Indian Railways, working in PML-13 of 7th CPC with 16 years of experience, or Civil Engineering Executives working in other Public Sector Undertakings (PSUs) in the IDA scale E6 (Rs. 90,000-2,40,000) with 16 years of experience.
