Hardeep Singh Puri, the Union Minister for Housing and Urban Affairs, launched a skill-training initiative for construction workers on Monday called the National Initiative for Promoting Nirman Workers Upskilling.

According to a statement from the Ministry, the project NIPUN is an initiative of the ministry of housing and urban affairs (MoHUA) under its flagship scheme, the DeendayalAntyodayaYojana-National Urban Livelihoods Mission (DAY-NULM), which aims to train over 1 lakh construction workers through fresh skilling and upskilling programmes and provide them with work opportunities in foreign countries.

The minister noted that the National Urban Livelihoods Mission (NULM) has reduced the vulnerability of urban poor households by offering upskilling and employment opportunities to urban people, particularly the youth, during the inauguration event. He went on to say that by providing urban workers with self-employment and skilled wage employment options, the spirit of entrepreneurship has been nurtured and supported.

“By enhancing their capacities and diversifying their skill sets, this programme will help Nirman personnel to become more proficient and skilled while also forcing them to adapt future construction industry trends,” he said.

Puri said the ministry’s initiative in this area should be expanded to encompass a wider number of construction workers, noting that the construction industry has been investing in skilling but that it has not gone horizontally across the industry.

The National Skill Development Corporation (NSDC), a nodal organisation under India’s Ministry of Skill Development and Entrepreneurship (MSDE), will be the project’s Implementation Partner.

Training by recognition of prior learning (RPL) at construction sites, training through fresh skilling, and worldwide placement through industries, builders, and contractors are the three parts of the project implementation. Around 80,000 construction workers will receive onsite skill training through industry associations under the RPL certification, which is co-branded with MoHUA, while about 14,000 candidates will receive fresh skilling in plumbing and infrastructure trades with promising placement potential through the Plumbing and Infrastructure Sector Skill Council (SSC).
