Regarding this a panel which is appointed by the Kerala Higher Education Department has recommended to appoint separate Chancellor for each university.

The seven member panel headed by Shyam B Menon who is the former Vice Chancellor of Ambedkar University has said that, the governing structures of Kerala universities have turned out to be uninformed, over politizised, partisan, and external interference. So we planned that the internal governance of the university should under the administrative controls of the government. Then the conclusion of appointing a separate Chancellor for each university in the state was took by the panel. At present, in kerala state the Governor is the Chancellor of all the State Universities.
Now, the committee decide that the Vice-Chancellor should be a distinguished academician. And their tenure should be extended to five years for one term. Following this the second term may be considered until they attains the age of 70 years, the panel said. Moreover, it said that the entire governance structure of universities which is academic and its administrative side should be defined by five core principles like academic freedom at the cellular level, financial autonomy and governance.
