Lieutenant Governor
As per Article 239, every Union Territory in India shall be administered by the President, through an administrator to be appointed by him. It is called Lieutenant Governor in Andaman and Nicobar Islands, Pondicherry and Delhi. Lt. Governor is an administrator and not a constitutional head. Article 239 to 241 deal with UTs. Union Territories are directly governed by Union. In this regard, the Supreme Court in 2017 said that Lt. Governor of Delhi has more power than Governor of any state. He doesn’t have to listen to the Council of Ministers.
Newly Appointed Lieutenant Governors:
The Union Government has appointed IAS officers Girish Chandra Murmu and Radha Krishna Mathur as the new lieutenant governors of Jammu and Kashmir and Ladakh Union Territories respectively.
Girish Chandra Murmu has been appointed as the first Lieutenant Governor of the J&K Union Territory, while Radha Krishna Mathur has been appointed as the first Lieutenant Governor of the Union Territory of Ladakh.
Girish Chandra Murmu:
Girish Chandra Murmu (born 21 November 1959) is the first lieutenant governor of the Union territory of Jammu and Kashmir. He is a 1985 batch Indian Administrative Service officer of Gujarat cadre and was the principal secretary to Narendra Modi during his tenure as Chief Minister of Gujarat.GC Murmu who is 59, is one of the youngest governors in the country. He is currently serving as the Expenditure Secretary under the Union Ministry of Finance. His term will expire as October ends.
Radha Krishna Mathur:
Radha Krishna Mathur (born 25 November 1953) is a retired 1977 batch IAS officer of Tripura cadre who has been appointed as the first Lieutenant Governor of the union territory of Ladakh. He retired as the Chief Information Commissioner of India (CIC) in November 2018. Mathur had retired as India’s Defence Secretary, two years after being appointed to the post on 25 May 2013. He was also the Defence Production Secretary of India, Micro, Small and Medium Enterprises Secretary of India and the Chief Secretary of Tripura.
