It was mentioned that it has been decided to revise the rules. The department said that now the revised norms necessary for the promotion of civil servants may be made in the recruitment rules, service rules, and suitable amendments.

All Ministries and Departments have been asked for their views on this. Accordingly, the minimum qualifying service for promotion is 3 years from Level 1 to Level 2 in the 7th CPC Pay Matrix. Similarly, for promotion from Level 6 to Level 11, the minimum qualifying service is 12 years and for promotion from Level 7 to Level 8, the minimum qualifying service is 2 years. It is worth noting that these changes are still under consideration.
