Holding analogous posts on regular basis in the parent Cadre or Department, or Five years’ service in the grade rendered after appointment thereto on a regular basis in posts in Pay Band-3, of Rs.15, 600-39,100 with grade pay of Rs.6600 (pre-revised}/ Level-11, or equivalent in the Parent Cadre or Department; and Possessing the educational and other qualifications as given below: (i) Master’s Degree in English from a recognized University or equivalent. Ten years’ experience in Journalism or as Editor in English in any publication department of the Central Government or any News-paper or news agency or publicity organization under the Central Government.
